Most combined budgets get the big lines right and the buffer wrong. The boat, the flights and the hotels are easy to quote. The money that goes missing sits in between: a flight that lands after the boat has sailed, a levy that changed, a taxi app that will not pick up at Sorong airport.

Why does a Bali and Raja Ampat budget need its own buffer?
A single-destination holiday has one arrival and one departure. A combined trip has four hand-offs, and each one can cost you money:
- Bali to Sorong. Garuda’s GA 686 nonstop leaves Denpasar at 01:30-01:40 and lands in Sorong at 05:40. You pay for a late checkout in Bali and arrive tired before breakfast.
- Sorong airport to the harbour. The drive is 15-20 minutes, but Paparisahomestay reports that Grab and Gojek may not pick up at the airport or harbour. A pre-booked car is the safe choice.
- Sorong to Waisai, if your boat boards there. The public ferry takes about two hours.
- Sorong back to Bali. A missed or cancelled flight means an extra night somewhere, often at short notice.
Fees move too. The Raja Ampat regency tourism levy was revised under Perbup Raja Ampat No. 34/2025, and anyone who budgeted on the old figure found a gap for every foreign adult. That is the case for keeping a small buffer for fee changes, even when every rate you hold today is current.

The hotel line is a planning assumption, not a quote. If you stay in upper-tier Bali hotels, a missed-connection night costs more per head. Raise your buffer by the difference.
How big should your buffer be?
Pick a tier by how much can go wrong on your dates, not by how much you spend on the boat.

Travel insurance can cover some of the same risks. The buffer does not replace it. It pays the costs you have to settle on the spot, such as a transfer rebooked at the harbour, before any claim is processed.
How does group size change the buffer?
The charter is priced per boat, but most buffer lines are priced per person. That split matters more than most planners expect.

The gap is simple arithmetic. A boat-wide extra split two ways costs each guest four times as much as the same extra split eight ways. The couple carries that heavier per-head exposure on every shared line.
So the rule of thumb:
- Couples and private pairs: start at Standard, and move to Protective if your contract lists any whole-boat surcharges.
- Families: children under 12 are exempt from the Marine Park Entry Permit, so the fee-change line shrinks. Children still count as a traveller for flights and hotel rooms.
- Groups of six to eight: Lean or Standard usually works. Shared costs spread thin, but each person still needs their own cover for a re-issued ticket.
- Indonesian citizens in the party: they pay lower Raja Ampat fees and no Bali levy, so their fee-change line is smaller.
Which fees are fixed, and which can still move?
Here is where each fee stood as of September 2026, subject to change:
- Bali levy: Bali’s tourist levy for international tourists is IDR 150,000, paid through the Love Bali app, which went live on 14 February 2024, as listed on Love Bali, Bali Provincial Government (checked 2026-09-16).
- Marine Park Entry Permit (conservation card): The Raja Ampat conservation area service tariff for foreign tourists is IDR 1,000,000 per person per year; children under 12 and people with disabilities are exempt, as set in Pergub Papua Barat Daya No. 32/2024 (checked 2026-09-16). The Raja Ampat conservation area service tariff for domestic tourists is IDR 500,000 per person per year (IDR 250,000 for holders of non-Papua Barat Daya ID cards living in Tanah Papua; IDR 150,000 for Papua Barat Daya ID holders), as set in Pergub Papua Barat Daya No. 32/2024 (checked 2026-09-16).
- Regency tourism levy: set by Raja Ampat Regency under Perbup Raja Ampat No. 34/2025; confirm the current amount at booking.
- Domestic flights: Garuda economy one-way fares for DPS-SOQ and SOQ-DPS are quoted on request for your dates and fare class.
You pay the Raja Ampat fees online through the Marine Park Authority portal, or in person at Sorong harbour or the Waisai office. Treat them as non-refundable once issued. Once both are issued, the fee-change line for that trip can come out of your buffer.
Fees can change before they are issued, so keep a per-person allowance aside for fee changes until the permit and levy are issued.
What timing risks on the Bali-Sorong leg eat into the buffer?
Timing, not fares, drains most buffers. Watch these points when you set dates:
- The overnight departure. GA 686 leaves Bali after midnight. Book the Bali room for the night before, not the night of, or you pay for a bed you barely use.
- The Waisai ferry windows. Under the schedule effective 1 September 2026, sailings run daily at 09:00 and 14:00 in both directions. On public holidays only the 14:00 sailing runs. If your flight lands late and you miss the last boat, you are paying for a night in Sorong.
- Ground transport in Sorong. Pre-book the car. Waiting for an app ride that never arrives can cost you the morning ferry.
- The return leg. Keep one buffer night in Bali before your international flight home. If the SOQ-DPS flight slips, you lose a hotel night rather than a long-haul ticket.
